European Citizen’s Initiative (ECI)

EUROPEAN CITIZENS' INITIATIVE (ECI)

Is Europe Ready?

Preparing the European Union for Potential Contact with an Extra-Human Civilization

The Question

Should the European Union adopt a common strategy to prepare itself—scientifically, culturally, ethically, educationally, and institutionally—for the potential discovery of or contact with a technologically advanced extra-human civilization?

Objective of the Initiative

We call on the European Commission to submit a legislative proposal establishing a European Contact Preparedness Programme (ECPP), designed to coordinate Member States in the study, research, and institutional preparation for the potential consequences of discovering or contacting an extra-human civilization.

The objective is not to promote beliefs or speculation, but to responsibly prepare Europe for one of the most significant scientific, cultural, and historical milestones humanity could ever encounter.

Why This Initiative?

For more than seventy years, the public debate has focused almost exclusively on unidentified objects sighted in the sky.

But that is not the real question.

The question is not: “What is this object?”

The question that could redefine history is:

“Who might be behind it, and what knowledge could they bring to humanity?”

If we were to enter into contact with an extra-human civilization, the most profound paradigm shift would not be confined to technology alone. It would fundamentally transform:

  • Our understanding of life and consciousness

  • The frontiers of science

  • Ethics and global governance

  • Cooperation among nations

  • Humanity’s place in the cosmos

A technologically more advanced civilization could represent the greatest repository of knowledge ever encountered by the human species. Europe cannot afford to arrive completely unprepared.

Key Legislative Proposals

The European Commission is invited to propose legislation providing for:

1. Creation of a European Centre for the Study of Extra-Human Intelligences and UAP Establishing scientific cooperation among Member States for collecting, analyzing, and sharing verified data on unidentified anomalous phenomena.

2. Interdisciplinary Research Programmes Developing comprehensive study programs addressing the scientific, philosophical, psychological, ethical, cultural, social, legal, and diplomatic implications of potential contact.

3. European Governance & Public Communication Protocols Establishing institutional coordination protocols and transparent communication frameworks for future scientific discoveries.

4. Educational Initiatives for Future Generations Implementing educational programs to promote an open, critical, and responsible scientific culture regarding humanity’s cosmic future.

Preparation as Institutional Foresight

Preparing does not mean claiming that contact has already occurred. Preparing means acting with responsibility.

No nation waits for a pandemic to begin thinking about public health. No country waits for an earthquake to study civil protection. Likewise, a mature civilization must proactively anticipate an event of unprecedented historic scale.

The Core Principle:

This initiative is not about craft. It is about humanity.

The true value does not lie in the vehicles used by an extra-human civilization. The true value lies in the knowledge, culture, ethics, science, and worldview they could share. The greatest discovery in human history will be the encounter with an intelligence capable of helping us better understand our own existence.
